There\u2019s one word Donald Trump clearly doesn\u2019t like to hear: \u201cNo.\u201d And yet, it\u2019s precisely what Senate Majority Leader John Thune has been forced to tell the president quite a bit over the last year or so \u2014 not because the South Dakota Republican necessarily disagrees with the White House\u2019s agenda, but because Thune hasn\u2019t had the votes to give Trump everything he wants.<\/p>\n

One GOP senator, who requested anonymity to discuss the internal dynamics, told MS NOW last month that Trump and Thune \u201chave an awkward relationship.\u201d The lawmaker added, \u201cIt\u2019s awkward for everybody.\u201d<\/p>\n

This is especially true of the president\u2019s top legislative priority, a sweeping voter suppression package he\u2019s labeled the SAVE America Act that Republicans have already conceded they can\u2019t pass. Trump, apparently furious by Congress\u2019 inability to meet his demands, has increasingly turned against his own party\u2019s Senate leader.<\/p>\n

During a campaign-style event in Georgia this week, the president told supporters, \u201c[House Speaker] Mike Johnson and Congress have done a great job, but we\u2019re having a hard time in the Senate. The Senate, what they\u2019re doing, it\u2019s just not right.\u201d The Republican added, \u201cIt\u2019s like the Senate is where you send things you want them to die. We\u2019re not going to be able to take it much longer.\u201d<\/p>\n

He didn\u2019t elaborate as to what would happen after he\u2019s no longer content to \u201ctake it,\u201d though Trump specifically told attendees to \u201ccall John Thune\u201d and demand that the GOP-led Senate pass the president\u2019s anti-voting legislation.<\/p>\n

White House press secretary Karoline Leavitt echoed the message during Thursday\u2019s briefing.<\/p>\n

Asked about the president\u2019s perspective on the Senate majority leader, Leavitt told reporters that Trump\u2019s \u201cpatience is running out\u201d with Thune. (She also didn\u2019t say what would happen when the president\u2019s patience does<\/em> run out.)<\/p>\n

The mild-mannered South Dakotan struggled to hide his aggravation when asked for a reaction to Leavitt\u2019s comments. \u201cMaybe she or somebody else ought to get on the phone and get the votes,\u201d Thune told reporters on Capitol Hill.<\/p>\n

Referring to the legislative arithmetic, the Senate majority leader added, \u201cIt\u2019s 50 around here. And, so, instead of pointing the finger at Republicans, they might think about going after the people who are stopping it on the floor, which is the Democrats.\u201d<\/p>\n

For those familiar with Thune and his career, this is about as publicly angry as he gets. What\u2019s more, while history is filled with examples of presidents clashing privately with Senate majority leaders, it\u2019s extraordinary to see the White House launch this kind of public offensive against Thune.<\/p>\n

Whether the White House understands this or not, Thune is not Trump\u2019s problem. Under the Senate\u2019s rules, the president\u2019s voter suppression plan would need 60 votes to advance. Trump\u2019s solution to this is to eliminate the filibuster rule, but (a) Thune doesn\u2019t have the votes to make that happen; and (b) even if he did, the anti-voting bill still<\/em> wouldn\u2019t have the votes to pass.<\/p>\n

The president\u2019s \u201cpatience\u201d with the majority leader, in other words, is irrelevant: Trump could try to orchestrate Thune\u2019s ouster, but his successor would tell the president the same thing.<\/p>\n

With this in mind, a variety of GOP senators are rallying behind Thune, exacerbating tensions between Trump and his own party\u2019s Senate conference roughly 100 days before the midterm elections.<\/p>\n

\u201cI don\u2019t know who it was that sold the president on this idea, that this was obtainable, but it\u2019s creating a circular firing squad for Republicans,\u201d Sen. John Cornyn of Texas told Politico.<\/p>\n

Stepping back, I\u2019m mindful of the fact that Trump reflexively looks for someone to blame after failure. He pushed for a radical anti-voting proposal; it\u2019s not going well, so he needs a fall guy who isn\u2019t him. Holding Thune responsible is convenient, even if it doesn\u2019t make sense.<\/p>\n

But it\u2019s also a sign of things to come: If the GOP struggles in the midterm elections in November, the White House has already laid the groundwork: The president will effectively, if not literally, declare, \u201cDon\u2019t blame me; it\u2019s Thune\u2019s fault.\u201d<\/p>\n
