As investigators work to get to the bottom of the pool\u2019s problems, millions of gallons of water have been drained from it to reveal what one watchdog group says is a troubling trend in how the government has been spending tax dollars.\u00a0<\/p>\n

Taxpayer dollars spent on sole-source contracts are at the highest point the country has seen in more than a decade, according to an analysis of federal government data by the Project on Government Oversight, or POGO. Sole-source contracts are sometimes known as \u201cno bid\u201d contracts, since the government arranges a contract with one vendor or business without a competitive bidding process. In 2025, tax dollars spent on sole-source contracts awarded by the federal government ballooned to nearly $263 billion.<\/p>\n

\u201cWe certainly need more watchdogs than we need lap dogs,\u201d said POGO general counsel Scott Amey, who has scrutinized no-bid contracts for 27 years. To explain how such bids work, Amey put it in terms of home improvements. \u201cIf I decide to have a window company come in, or a roofer come into my own home, I want to get two, three bids to try to get the best deal possible \u2026 make sure that I\u2019m not being taken advantage of. And we want the federal government to operate with the same standards. And unfortunately, they don\u2019t always do that.\u201d<\/p>\n

Amey is sounding the alarm for what\u2019s on the horizon. According to POGO, fiscal year 2026 is potentially on target to surpass 2025 and land somewhere around $300 billion. The trend affects all Americans, Amey said. \u201cI think a lot of people are going to be trying to put the milk back in the bottle for many years to come.\u201d<\/p>\n

When MS NOW requested comment, the Office of Management and Budget asked for more specifics around the request, then did not immediately respond when MS NOW provided additional information.<\/p>\n

Sole-source awards are not illegal, and experts who spoke with MS NOW said this type of contract is necessary in some circumstances, such as highly specialized services or during public emergencies when full and open competition isn\u2019t possible \u2014 the global pandemic, for example. That year, 2020, saw the second-highest dollar amount in sole-source contracts in the past decade.<\/p>\n

Amey said he would expect to see a spike during an emergency of that kind. \u201cWith the amount of money that we had to spend quickly to get people materials and products and masks \u2026 [and] supply hospitals with materials, the public with materials, and to get the vaccines and everything that we needed out, any medications,\u201d Amey said, he\u2019d expect to see \u201ca decline after that.\u201d<\/p>\n

The federal government also argued that unusual urgency justified the two separate sole-source contracts for the filtration system and the construction work at the Reflecting Pool. The government\u2019s justification, reviewed by MS NOW, said open competition wasn\u2019t held due to \u201cunusual and compelling urgency\u201d so the work could be completed for the country\u2019s 250th anniversary on July 4.\u00a0<\/p>\n

For Sen. Richard Blumenthal, D-Conn., the government\u2019s justification doesn\u2019t hold water. \u201cThat kind of BS is an insult to our intelligence as well as an injury to our pocketbook,\u201d Blumenthal told MS NOW while overlooking the pool. \u201cIf the president were really focused on doing his job, he could have anticipated that July 4 and the 250th anniversary was coming. The 250th anniversary didn\u2019t suddenly happen \u2026 With some kind of basic planning and preparedness, there could have been bidding and competition for the contracts to do this work.\u201d<\/p>\n

While every presidential administration has spent taxpayer dollars on questionable projects, it\u2019s just how much the Trump administration has spent on sole-source contracts \u2014 and their justifications \u2014 that has caught the attention of lawmakers.<\/p>\n

\u201cSole-source contracts ought to be the exception, not the rule, and they ought to be justified by exceptional circumstances,\u201d Blumenthal said, adding, \u201cThere are a lot of companies who have come forward, contacted me and said, \u2018We could get this job done at less cost, less time, and more effectively.\u2019\u201d<\/p>\n
