President Donald Trump loves to slap his name on things: hotels, merchandise, stimulus checks and even a cultural institution Congress named for a former president. But Trump pointedly refused to affix his name to a major housing bill that both houses of Congress recently passed with huge veto-proof margins. The bill became law Saturday without his signature.<\/p>\n

The president declined to sign it because he is still seething over another<\/em> piece of legislation: his repressive anti-voting bill he calls\u00a0the Save America Act.\u00a0Senate Republicans (fortunately) failed to pass that bill,\u00a0and Trump\u2019s\u00a0resulting political tantrum is so baffling and self-destructive it beggars belief.<\/p>\n

The passage of the 21st Century ROAD to Housing Act marks an extraordinarily rare event in today\u2019s Washington: Congress forming a huge bipartisan majority to achieve something genuinely good. The bill, which\u00a0 addresses the national housing shortage, was the product of a partnership between progressive firebrand Sens. Elizabeth Warren, D-Mass., and Tim Scott, R-S.C., who is a staunch Trump ally. The White House initially backed the bill.<\/p>\n

Robert Kuttner, co-editor of The American Prospect, a progressive policy publication, called the bill a \u201cmedley of good ideas.\u201d Among other things, it would streamline environmental reviews (without scrapping standards), make the construction of certain kinds of housing units cheaper, offer economic incentives for local governments to support new construction and make it easier for some consumers to get mortgages. It\u2019s the biggest piece of housing legislation in decades\u00a0<\/p>\n

But just hours before the signing ceremony to sign the housing bill into law, Trump canceled the signing. Monomaniacally fixated on his voter suppression bill, he later called the housing bill \u201ca big yawn.\u201d Then he announced on social media Friday that he would never<\/em> sign the housing bill \u2014 as a symbolic protest.<\/p>\n

\u201cI will not sign the Housing Bill, which has been fully approved by Congress and sent to the White House, in PROTEST over the fact that the United States Senate is not capable of passing THE SAVE AMERICA ACT,\u201d he wrote. He also warned that the \u201cnon-passage\u201d of the SAVE America Act \u201cis CRAZY, and a serious threat to any politician who votes against it!\u201d<\/p>\n

Trump didn\u2019t threaten or attempt to veto the housing bill \u2014 likely because he knew that his veto could easily be overridden. Instead, he let the bill become law automatically.<\/p>\n

It was all a strange bout of theater. Trump saw himself as an activist for a pet project, the SAVE Act. But there\u2019s no reason that he couldn\u2019t have observed the old adage of comedic improvisation: \u201cyes and.\u201d<\/p>\n

He could have supported the housing bill and <\/em>called for passage of the anti-voting legislation. They\u2019re not mutually exclusive. Trump pitting one against the other speaks to how zero-sum his attention span is and how lost he\u2019s become in his political obsessions.<\/p>\n

Trump\u2019s description of the housing bill as a \u201cyawn\u201d before refusing to sign it reveals how completely he\u2019s lost the plot. The high cost of living is the defining policy issue in our country, and Americans\u2019 struggle to make ends meet has been exacerbated by the president\u2019s failed \u201cexcursion\u201d in Iran. This housing bill was his one legitimate opportunity to say he was addressing the crisis. All he had to do was slap his name on something and sell it \u2014 something he reflexively does even for things he had nothing to do with. <\/p>\n

But this time,\u00a0he\u2019s burying the best policy he could have cited as the midterm elections approach. On top of that, he\u2019s rambling about a voter fraud problem that doesn\u2019t exist and touting a bill that would make it harder to vote. The heart wants what it wants, apparently. But for Trump, who most wants power, his refusal to affix his name to an overwhelmingly popular bill indicates that he doesn\u2019t understand his best path to keeping it.\u00a0<\/p>\n
